Equality sought with IPTV providers in India

The emergence of IPTV in India is perceived as a threat to multi-system operators (MSOs) and cable TV operators, who are now demanding a level playing field and regulation of the country's IPTV industry.

MSOs are of the opinion that the foreign direct investment limits need to be looked at again as IPTV providers are virtually becoming cable operators. FDI in cable distribution is 49%, while it is 74% for the telecom operators.

Internet protocol television (IPTV) is a service which enables the customer to receive digital TV signals (voice, data and video) through landline telephone connections, rather than the traditional method of cable lines. The technology is considered a competitor to DTH, CAS and cable TV industry.

MSOs have also claimed that, while cable and DTH platforms can carry only channels which have obtained a downlink licence, IPTV players may have an additional advantage as they would be able to carry internet TV channels from various servers located in different countries. The MSOs have also called for the introduction of guidelines to ensure that all technological platforms have access to the same content. MSOs are seeking that IPTV should be classified as 'cable services only'.

The Indian government is to ask telecom regulator Trai to launch a consultation process to lay down the guidelines for IPTV. Although the Telecom and Information & Broadcasting ministries have reached an agreement on the jurisdiction of emerging technologies such as IPTV, there are no regulations in place for these technologies.

In Asia, IPTV is presently available in China, Hong Kong, Malaysia, Singapore, South Korea, Taiwan and Thailand, and is expected to be launched on a mass scale in India and the Philippines in 2007. Countries like China, India and Australia are expected to emerge as high growth markets for this sector by 2009.
